Steam OS needs a robust multiplayer System
Steam needs a more robust system for local co-op that supports multiple simultaneous account logins especially on Steam Os devices to further push for a more couch/lounge style, similar to how consoles like PlayStation, Nintendo and Xbox function. Currently, when playing couch co-op, all progress, playtime, and achievements are locked to the primary host account, leaving the second player as a 'guest' with no way to sync data to their own Steam profile. It would be a massive quality-of-life improvement if Steam allowed a secondary controller to 'Sign In' a friend’s account so they could earn their own achievements and track their playtime while playing a game together on the same machine like how it works on consoles especially with the steam machine coming out. As couch gaming on PC grows with the Steam Deck , they should move away from the 'one user per session' limitation to better support local multiplayer.

Yeah and also a way to skip Steam sign-in for those who want to keep using stock SteamOS on the Steam Machine more as a general purpose mini-PC than a console, while still getting access to offline functions like easily adding Windows programs as non-Steam.
That's an excellent idea. It may require first the client to support "soft login" and tie an input to an account. Interesting for games that support two players to control two halves of the keyboard.

Then is the whole issue of game sharing for the cases where the host account has the game, but not the guest.

I'm sure Valve can make it work.

What you want is that "Remote Play Together" shares achievements with all participants. Though that would require you to also own the game. You can't earn achievements without the game in your library.

Logging in multiple Steam accounts at the same time on the same OS account would create a billion conflicts all over the place and mess up your cloud saves, mod subscriptions, installations, memberships, favorites and so on. The amount of work Valve would have to invest isn't worth it just for some measly achievements that won't make them any money.
console companies been running this since 2006, i'm sure steam with it's billions can do something similiar it's just easier not to. Plus i purposely didn't mention remote play i said local play. Input what i said into an ai or something so it can explain to you.
