Can't export clips "directory was not found" ???
Steam just started doing this for no reason. The only thing I've updated recently were MSI Afterburner and Rivertuner, and I don't think those would cause problems with whether or not folders were accessible..

Every single drive I try selecting for export, including the one I usually export clips to, throws this error. Steam recording can record gameplay itself and even save clips internally, but if I want to export anything it just fails.

Well something is definitely going on but not sure what.. If I tell steam to write the /Videos folder for my user account on my system drive, it will write the files there.. But it won't write them to any other drive.

For whatever reason it seems Steam no longer can, or does not like, writing to drive roots. You have to select a folder to write to. I discovered this after trying the "special character fix" and changing it on both the raw recording path, and the exported clips path. Then I tried it on normal already existing folders and exporting worked there as well.

Back to drive root? No dice.
Oh so that's what it is. Weird issue,
Just ran into the same issue, it's annoying because I changed the directory steam saves videos in to solve the issue but it doesn't "remember" my selection and keeps defaulting back to saving in root on my game drive.
Try disabling the game recording feature and then re-enabling it. Select the recording directory again. About all I can think of. You can also try using a special character in the directory name, like an exclamation mark.
I tried disabling it and changing it, no luck. There is no way to specify a destination folder or overwrite the old one. I think I'll just have to file a bug report.
Update, I found a solution. It's still bugged but at least I got it working again.

When you export a clip to a specific folder, steam will remember that folder, however it won't direct new clips to that folder until AFTER YOU RESTART STEAM. Once you restart steam it should point to that folder by default.
