Bug report about mic recording

I have found what I think is a bug, or an unintended issue about background recoding
Basically, the voice settings dont affect the microphone during background recording, it uses default steam voice settings, with medium voice threshold, etc, and so it causes issues for a bunch of people.

(i am not using steam client beta, im on the normal one, i was just told to post this here by steam support, sorry if this is the wrong place or if this is already fixed or something, but its been like this since background recording came out, so i doubt its fixed)

Adding to this, i wanted to test it with a friend but no one uses steam recording in my friendslist xwx

If i may give suggestions, id say having steam recording have its own voice settings would be nice, so that one can speak in game with a high volume, and not blow out the audio in the recording at the same time.
cuz i know that can be an issue and if theres no way to control each individually it can be really frustrating.

(i know that this will be an issue because my voice in game is normal and it is already super loud in recording, despite it cutting out as if it was really quiet due to mic threshold)

also i hope someone at valve catches this because im nearly entirely sure this is the issue
