Games that are listed as Early Access, but aren't developing in a reasonable rate

In the last few years, there has been a phenomena of video games being sold as a promise, rather then a complete product.

while the practice in itself is not illegal or harmful, it has opened a gateway for developers/publishers to list unfinished games as Early Access, and never deliver on the initial promise of a finished game.
